AGENDA
REPORT

DISCUSSION:
Councilmember Bana has been in conversation with Assistant Fire Chief/Marshal Chris Bachman, Contra Costa County, regarding funding and management of the Hilltop Green Emergency Evacuation Road. She is requesting the City of Richmond to absorb the costs for design and management. If the City of Richmond manages the project, the project would go out to bid for a contractor to perform the work.
Public Works has reported an initial estimated cost for the emergency evacuation road as approximately $230,000. This cost may increase due to conditions outside the City’s control, such as the presence of an underground sanitary sewer line and electrical wooden pole. The relocation of one of these elements, if not both, may be needed after the design phase is complete. County Assistant Fire Chief Bachman has indicated that Measure X could cover the cost, but would expect the City to absorb the cost of the design and management, totaling an estimated $70,000, not including City of Richmond staff time.
The Fire Chiefs of Richmond and Contra Costa County would need to consult with Public Works on the project and come to an agreement of completing and funding the project. Additionally, since the project is located on two private properties coordination and agreements will be needed with the applicable homeowner association(s) in the private property in Richmond, and the private property owner of the property in Pinole prior to construction.
