STATEMENT OF THE
ISSUE:
The Richmond Public Library provides an online public
catalog for searching and discovery of books and e-
resources. The BiblioCore interface will pull together
multiple separate catalogs that presently require patrons to search in different databases for available resources.
RECOMMENDED ACTION:
APPROVE the sole-source Library Services Master
Agreement with BiblioCommons for BiblioCore software
as a service (SaaS), for a term commencing June 1,
2023, and ending May 31, 2026, for a total not to exceed contract amount of $74,924.60 – Community Services

DISCUSSION:
The Richmond Public Library provides an online public access catalog through its integrated library system, Innovative Sierra. This system provides search and request functions for the library’s physical holdings but does not fully integrate with electronic holdings such as OverDrive. BiblioCommons’ BiblioCore service provides a discovery layer which integrates these different holding catalogs and provides a seamless process for finding and requesting all available resources. In addition, BiblioCore provides enhanced ability for librarians and the community to recommend titles, a “While You Wait” feature that recommends similar titles, natural language queries, and awards and bestsellers lists.
It is recommended that the City Council approve the Library Services Master Agreement with BiblioCommons for BiblioCore software as a service (SaaS) for a term commencing June 1, 2023, and ending May 31, 2026, for a total not to exceed contract amount of $74,924.60.
