 Add one (1) Senior Civil Engineer in Water Resource Recovery  Delete one (1) Project Coordinator in Water Resource Recovery

Human Resources is seeking City Council approval to reallocate one (1) Project Coordinator to one (1) Senior Civil Engineer within the Water Resource Recovery division’s position control.

The Senior Civil Engineer will be responsible for the design and/or construction of the City’s Capital Improvement Program (CIP) for Wastewater Treatment Plant and possibly the Sanitary and Storm Sewer Collection System, including reviewing all Task Authorizations issued by Veolia for capital projects. This includes cost estimating, planning, design, contract administration, and the construction of all Water Resource Recovery CIP Projects. Construction management and inspection of projects, as well as reviewing invoices for accuracy and approval for payment are also duties assigned to the position.

The position will coordinate with the Project Manager and Senior Accountant to ensure the City’s financial budgeting processes are strictly followed. This position will also work with the Engineering and Infrastructure Administrator to ensure that all as-built maps are received, reviewed, and filed as per the department’s protocol.

FISCAL IMPACT:

There is a fiscal impact for the reallocation of Project Coordinator and Senior Civil Engineer. The annual salary and benefits impacts reflected below are a combination of base salary and projected benefits costs.

Below is a table that delineates the annual salary and benefits cost difference between Project Coordinator and Senior Civil Engineer:

Project Coordinator and Senior Civil Engineer Salary Comparison Current Salary Annual Fiscal Impact for Project Coordinator $202,478 Proposed Salary Annual Fiscal Impact for Senior Civil Engineer $266,782 Annual Salary Fiscal Impact $64,304
*Cost is based on Step 3 and estimated benefits cost of 80%

Since the position is vacant, it is not anticipated that this position will be filled before the end of the fiscal year (FY) on June 30, 2023. Therefore, there is no anticipated cost in FY 2022-23, and we are not requesting any additional appropriation. The position will be budgeted accordingly in subsequent budgets, and is funded from Enterprise funds, which are non-general funds.
