RECOMMENDED
ACTION:

APPROVE a second amendment to the contract with
ChargePoint, Inc. to increase the contract amount by $20,000 including a contingency of $4,388, for a total not-to-exceed amount of $54,970, to renew the network cloud service and warranty coverage for City-owned electric vehicle charging stations, and extend the agreement term to June 30, 2025 – Community Services Department (LaShonda White 510-620-
6828/ Denee Evans 510-621-1718).

DISCUSSION:

Since 2013, the City has acquired a total of seven ChargePoint electric vehicle (EV) charging stations through several purchase contracts made possible from a combination of grant funding received from the Bay Area Air Quality Management District and rebate funds from MCE Clean Energy. However, grant funds were not provided for continued operational expenses required after the grant terms expired.

In 2016, the Transportation Services division requested and received project funding from the Environmental and Community Investment Agreement in the amount of $200,000. Funding is appropriated annually, as appropriate, to fund efforts to expand and maintain electric vehicle infrastructure. This funding is used for matching fund grant requirements, installation, and other expenses not covered through grant awards.

Currently, six of the seven ChargePoint EV chargers are in operation with expired warranty coverage and network subscriptions. The seventh EV charger, located at the Kennedy Swim center, has been decommissioned, and is scheduled for replacement.

The existing contract funds have been expended and will require additional funds to pay the service renewal and allow for vandalism repairs as needed.

City staff members request City Council approval to increase the existing ChargePoint contract in the amount of $20,000, which includes $15,612 based on the annual quote, as well as an additional $4,388 as a contingency fund, to address unexpected issues.

The updated not-to-exceed total will be $54,970, with a new agreement expiration date of June 30, 2025.
