REPORT

DISCUSSION:
In 2021, the Richmond Workforce Development Board (RWDB) Local Plan for Program Year (PY) 2021-24 and the East Bay Works Regional Plan PY 2021-24 were reviewed, evaluated, and approved by the California Workforce Development Board (Attachment 1).
On October 27, 2022, a directive was released requiring local workforce development boards and regional workforce development systems to modify both their local plans and regional plans for PY 21-24 (Attachment 2). In order to update the local plan, Employment and Training (E&T), on behalf of the RWDB, hosted a public input meeting on November 16, 2023, which was attended by over 20 participants representing various sectors. The meeting was publicized widely to stakeholders representing labor, employers, education, government, and community-based organizations.
The submission due date for these plans was March 31, 2023; however, the directive allowed local workforce boards to submit their local and regional plans on March 31, 2023, without the signature of the Local Chief Elected Official (LCEO), and with the anticipated date for the signature of the LCEO (Attachments 3 and 4).
Our region, East Bay Works, which includes Richmond, Contra Costa County, Oakland, and Alameda County, submitted our applications with the expectation of having all LCEO signatures by June 30, 2023. The RWDB Chair signed the local plan on March 23, 2023, and E&T, on behalf of the RWDB, will obtain the City of Richmond’s Mayor’s signature after this item is approved by City Council and resubmit the signed local plan prior to the June 30, 2023, deadline.
