2.52.328 Cooperative Procurement Justification
Section 2.52.328 of the City of Richmond’s Procurement code specifically allows the awarding of contracts without following normal bidding procedures when the services are acquired from, or in cooperation with, another government agency that has acquired the services through competitive bidding.
A piggyback purchase with HD Supply Facilities Maintenance is in RHA’s best interest for the following reasons:
• Facilities maintenance, lighting products, industrial supplies and tools were competitively solicited.
• It is very time consuming and costly to issue a competitive solicitation for Maintenance and hardware supplies.
• The City will not prepare a contract because there are no services required. All products will be purchased with a credit card/purchase order.
