STATEMENT OF THE
ISSUE:
Richmond Housing Authority needs to revise the list of
authorized signatures positions to the Mechanics Bank
Depository and Checking Accounts.
RECOMMENDED ACTION:
ADOPT a resolution removing the former City of
Richmond Accounting Manager Delmy Cuellar, updating
Nannette Beacham’s title to Director of Economic
Development, and adding Interim Richmond Housing
Authority Executive Director Gabino Arredondo, City of
Richmond Deputy Director of Finance Mubeen Qader,
Accounting Manager Jerry Chak, and Deputy City
Manager Nickie Mastay as authorizing signatory on the
Mechanics Bank depository and checking accounts -
Richmond Housing Authority (Gabino Arredondo 510-
621-1300).

DISCUSSION:
The Richmond Housing Authority (RHA) is required to have at least two signatures on all required bank depository and checking accounts. The signature cards need to be updated because of personnel changes, and Mechanics Bank requires the adoption of a Board resolution to update signature cards. The list of authorized signatures positions on the Mechanics Bank accounts must be updated to facilitate continued processing of RHA payroll, accounts payable, and other transactions.
