beginning June 1, 2023 and ending June 30, 2026, with
(1) The Permanente Medical Group, Inc. for a payment
limit not to exceed $75,000, (2) Occu-Med for a payment limit not to exceed $75,000, and (3) DSI Medical
Services, Inc. for a payment limit not to exceed $30,000, to provide pre-employment medical screening for sworn

DISCUSSION:

In 2021, the City of Richmond’s Police Department entered into agreements with The Permanente Medical Group, Inc. and DSI Medical Services, Inc. to provide pre- employment medical screening for all applicants as part of the hiring process. The agreements with The Permanente Medical Group, Inc. and DSI Medical Services, Inc. have now expired. Following the expiration of these agreements, the Police Department engaged in an open and competitive process to solicit quotes for a team of pre- employment medical screening vendors. A Request for Proposals was issued on February 6, 2023, calling for responses by February 24, 2023.

The Department received five proposals (The Permanente Medical Group, Inc., DSI Medical Services, Inc., Medical Center of Marin, Occu-Med, and Work Health). After review of the five proposals, the Police Department selected The Permanente Medical Group, Inc., Occu-Med, and DSI Medical Services, Inc. as their preferred vendors.

Work Health was deemed too expensive, and since Medical Center of Marin only has two locations, RPD staff felt that it would not be in the City’s best interest to engage their services when other vendors have regional offices throughout California.

The Police Department rated The Permanente Medical Group, Inc. and Occu-Med as their top two choices based on experience, cost, convenience, and ability to properly complete and process the required forms as required by the Commission on Peace Officer Standards and Training (POST). The Police Department rated DSI Medical Services, Inc. as their third choice. DSI Medical Services, Inc. will be used for non- sworn staff, since most non-sworn staff do not need to adhere to POST requirements.

The Police Department is recommending that City Council approve three contracts, each for a three-year term beginning June 1, 2023 and ending June 30, 2026, with (1) The Permanente Medical Group, Inc. for a payment limit not to exceed $75,000, (2) Occu-Med for a payment limit not to exceed $75,000, and (3) DSI Medical Services, Inc. for a payment limit not to exceed $30,000, to provide pre-employment medical screening for sworn and non-sworn Police Department applicants, for a total program cost not to exceed $180,000 .
