Subject: Emergency Earth Slope Stabilization of Drainage Area Adjacent to Santa Rita Road Near 2929 Salvino
Court.

The City of Richmond's justification for selecting Bay Hawk, Inc Emergency Services for emergency earth slope
stabilization of drainage area adjacent to Santa Rita Road Near 2929 Salvino court is based on the following:

1. On 03/10/2023, Questa Engineering Corp. Contract#4204 evaluated the area of interest and reported via email
dated 03/10/2023 attached, recommending the City of
Richmond to prepare for the possibility of Santa Rita
Road stability and slope failure from incoming storms
expected in the following weekend and week. Tarping
has been recommended by Quest Engineering Corp to
slow the progression of the erosion.

2. Due to the severity of the stability of the area,
City of Richmond reached out to three contractors:

W.R. Forde, Bay Hawk, Inc, and Yerba Buena
Engineering and Construction. With W.R. Forde and
Yerba Buena Engineering Construction unable to be
readily available for the emergency services, Bay
Hawk, Inc arrived on site to provide their emergency
services.

All:

The landslide has failed more during the storm last night. It has now undercut the fence line and has extended onto the edge of City of Richmond property at the east side and north side of the landslide (photos 012, 001) .

Tarping that has been done by the homeowner to date has been ineffective for the most part (photo 015, photo008). If additional tarping is done it is not clear that it would be effective. If tarping is performed, we recommend that it extend around the entire Headscarp and upper slide area and extend to the lower slide area and be constructed in accordance with the Temporary Slope Protection Method by Alan Kropp and Associates (attached).

The driving force of the failure appears to be the continued erosion of the slide by the Creek at the toe (photo 009). It is likely that the only effective way to slow the progression would be to place rock at the toe at the Creek to reduce erosion at the toe.

The road continues to appear stable. I walked the road with Rob C. of the City of Richmond, and we did not see any new opening of the pavement cracks that had been sealed last week and the curb and gutter are still in place.

However, additional storms are expected this weekend, including a larger storm on Monday. The City should be prepared for the possibility of the road stability starting to be compromised if the slope failure continues to expand to the east.

Closure of the entire southbound lane may be necessary and the street may need to become a one lane road if the failure continues and starts to undercut the road. We understand that traffic signals to make the road one lane are available.

The road and landslide should be monitored on a daily basis, especially during storm events.

Let me know if you have any questions.

Sincerely,
