STATEMENT OF THE
ISSUE:
City staff members are seeking contracts with Martin
Marietta Materials, Inc., Vulcan Materials Company, and Dutra Materials for fiscal years 2023-2026 for asphalt
materials and supplies.
RECOMMENDED ACTION:
APPROVE contracts with Martin Marietta Materials, Inc., Vulcan Materials Company, and Dutra Materials for
asphalt materials and supplies each in a total combined amount of $10,000,000 per three-year contract term,
each with one two-year option to renew at $5,000,000
per vendor over the two-year period - Public Works

DISCUSSION:
Martin Marietta Materials Inc, Vulcan Materials Company, and Dutra Materials will provide asphalt materials in various sizes to be used to pave City streets and repair potholes. These vendors are in Berkeley, Richmond, and Vallejo, within reasonable distance to assure timely delivery of hot asphalt materials.
Martin Marrietta Materials, Inc. will be used as our primary provider because they can deliver mix, Vulcan Materials Company and Dutra Materials will be used as an alternative.
On April 11, 2023, the Public Works Department issued a Request for Bids for Asphalt Materials and Supplies. The Request for Bids was posted on the City’s BidsOnline system where 220 vendors were notified, and 10 vendors downloaded copies of the Bid.
On May 3, 2023, three electronic Bids were received. The Bids were reviewed by City staff members and each vendor was found to be responsible and the bids were responsive.
City staff is requesting approval of standing contracts with Dutra Materials, Martin Marietta Materials Inc, and Vulcan Materials Co. to provide asphalt for paving and pothole repairs in an amount not to exceed $10,000,000, per vendor for three years, with one (1) two-year option to renew at $5,000,000.00 per vendor over the two-year period.
