STATEMENT OF THE
ISSUE:
The Richmond Police Department uses six canine
officers that require care provided by a licensed, local, veterinarian. City staff is requesting the approval of a three-year contract with Kwon Veterinary Corporation
dba Richmond Veterinary Hospital (Richmond Vet).
RECOMMENDED ACTION:
APPROVE a three-year contract with Kwon Veterinary
Corporation dba Richmond Veterinary Hospital
(Richmond Vet) to provide veterinary services, with two one-year mutually agreed to extension options, for the
term of July 1, 2023, through June 30, 2026, for a total amount not to exceed $40,000 – Police Department

DISCUSSION:
Like their human partners, police canine officers require regular health check-ups, vaccines, and preventative care. Richmond Police Department (RPD) staff requested quotes from local veterinarians that offered the services required for living a long and healthy life. After receiving three quotes, staff identified Kwon Veterinary Corporation dba Richmond Veterinary Hospital (Richmond Vet) as the lowest cost vendor.
RPD staff is requesting City Council approval to enter into a three-year contract, with two one-year extension options, with Kwon Veterinary Corporation dba Richmond Veterinary Hospital to provide regular care and emergency services to all six canine officers on an as-needed basis – according to vaccination schedules, injuries, and annual check-ups. The total cost of the contract is not to exceed $40,000 with annual payments proportionately over the three-year period.
