Subject: Boiler Chemical Treatment
Cooling Tower Treatment

Dear Mr. Vaz:

In accord with the 2023 BID specification, Boiler Chemical Treatment Services (including cooling towers), complying with all local City ordinances, including “Ban the Box Ordinance,” following is our bid detail:

STEAM BOILER WATER TREATMENT
To provide clean, non-corrosive steam to your buildings, we recommend our formulation Boiler Treat 7000, containing scale inhibitors, online descalers, and boiler corrosion inhibitors. To protect building piping, our formulation contains steam and return line treatment (amines).

While our program is in use, Tahoe Instruments will supply a doubly contained poly tank for chemical storage such as is pictured here. The tank (and agitator where installed), owned by Tahoe Instruments, is filled and maintained by Tahoe Instruments personnel so that City of Richmond employees do not receive, handle, or work with treatment chemicals.

Boiler conductivity controllers will be checked & calibrated as required on regular service calls to assure optimal boiler chemistry.

We certify that Boiler Treat 7000 qualifies for use under C.F.R. 173.310 (FDA and USDA certified) where steam may contact food and food products directly and incidentally, excluding milk and milk products, and that no ingredient is listed on Proposition 65.

HOT WATER BOILER TREATMENT
We propose hot water boiler recirculating loop treatment with our formula CST-P. This treatment is designed to be added via pot feeder[s], currently installed. No ingredient is listed on Proposition 65.

COOLING TOWER TREATMENT
We recommend Tower Treat 2000 for control of scale & corrosion, and bromicide for biological control.

Doubly contained tanks as shown on Page 1 will be provided for use with our chemical program where suitable and chemical deliveries/setup will be done on regular service calls.

As is done for boilers, a cooling tower service report will be provided detailing the results of service calls and making recommendations as required to meet treatment targets.

Test kits and reagents will be provided on in-house testing of all treated cooling water.

MAINTENANCE
Per specification and as part of our bid, we include these maintenance items at no charge:
1) Boroscope treated boilers – Tahoe Instruments will record a boroscope of each treated boiler with the permission and assistance of City of Richmond to shut down the boiler and make it available for inspection.
2) Check control tree for occlusion – Tahoe Instruments will perform this maintenance when the boiler is down and verify when the boiler is next in operation to assure good operation of boiler controls.
3) Level control inspection – Tahoe Instruments will assist in evaluating the condition of boiler level controls so that reliable boiler operation is assured.

TESTING AND ANALYSIS
Your Tahoe Instruments representative will visit monthly to run a test scan of all treated water and equipment.

Between visits, good control of chemical levels, boiler blowdown, and softener operation will assure a trouble-free chemical program. Toward that end we recommend that you test steam boiler water for sulfite and conductivity, steam condensate for pH, and hot recirculating water for nitrite, weekly at a minimum. On-site test results are checked on our monthly service call.

Tahoe Instruments provides wet chemistry test kits, pH papers, and replacement reagents at no charge. No purchase orders are needed to maintain your reagent inventory – your Tahoe Instruments representative will supply reagents as required to your location.

For conductivity testing, you have a serviceable Myron L meter. Tahoe Instruments calibrates your meter on our regular service calls as needed.

A 3-ring binder is supplied with laminated test instructions, SDS's, treatment recommendations and other information on boiler operation on acceptance of our program. Log sheets are provided to record boiler water test results.

SERVICE & PRICES
We offer to provide steam and hot water boiler treatment, Library & Hall of Justice locations, for a monthly fee of $2083.33 , based on a system in good repair with approx. 95% condensate return and no steam boiler and hot water boiler system leakage. 1 year minimum term required. Fee will be invoiced monthly – a blanket purchase order for the full amount may be issued. Proposed treatment program will be in compliance with City of Richmond Insurance Requirements Type 1: Consultants & Contractors.

Our fee includes:
• All treatment chemicals required
• Freight to your facility
• Provision of on-site doubly contained chemical tanks (owned by Tahoe Instruments) • Filling of on-site tanks
• Lab services
• No less than monthly service calls by your Tahoe Instruments field representative During the service call, a comprehensive scan of all treated waters is performed with results recorded and recommendations made in writing. If in place, control equipment and softener are checked and calibrated for accurate performance. A service report is presented to personnel as you designate.

We believe it is important to maintain records of service reports and who has received them. We request that your on-site representative sign our service report on receipt - copies are distributed to the City of Richmond, my own file, and Tahoe Instruments' central file.

GUARANTEE OF PERFORMANCE
Tahoe Instruments warrants that our chemical program, when used as directed, will prevent scale and corrosion in your boilers. We make ourselves responsible for the waterside of treated equipment provided that our and your test reports so indicate that treatment is used as recommended, and that changes in operating conditions are reported to us promptly. We make it a point to stand on performance - not promises!
