NOTICE IS HEREBY GIVEN that sealed bids with online bid price submittal will be received by the City of Richmond, California, for the will call and delivery purchase of various asphalt materials and supplies as needed throughout the City of Richmond, in strict accordance with the specifications set forth herein for the City of Richmond located at 450 Civic Center Plaza, Richmond, California 94801.
The City intends to award multiple contracts from this invitation to bid. Contracts will be issued on the basis of best material prices, unless the general proximity of the bidder’s location in relationship to the job site may entail delivery/waiting constraints that may offset the advantage of low bid. The decision as to which contracts to order from will depend on the availability and quality of materials, price, location of jobs, time restraints, etc. from the City’s customer's standpoint.
Awarded contract term will be for three year with the option to extend for two additional years. The City does not guarantee any maximum or minimum purchase of products under any resulting agreement.
DATE OF OPENING BIDS: Electronic Bids shall be submitted via the City’s secure online bidding system. All required sections of the Bid must be submitted via the website. Contractor is solely responsible for “on time” submission of their electronic Bids. The Bid Management System will not accept late proposals and no exceptions shall be made. Contractors will receive an e-bid confirmation number with a time stamp from the Bid Management System indicating that their bid was submitted successfully.
The City will only receive those Bids that were transmitted successfully.
The Bids must be received no later than 3:00 p.m., on May 3, 2023.
The City of Richmond reserves the right to waive inconsequential irregularities.
MATERIAL DESCRIPTION AND QUANTITY: Various Asphalt Materials and Road Construction Supplies in accordance with EXHIBIT I, SPECIFICATIONS.
PRICING REQUIREMENTS: In order to submit a bid, bidders must provide unit prices for all items listed. The unit prices must be entered into the City’s BidsOnline system; failure to do so shall result in the bid being declared non-responsive. If you do not supply the listed material, enter 0 in the line item price.
BIDDER REQUIREMENTS: The awarded bidder must meet the Vendor Requirements listed in EXHBIT I, SPECIFICATIONS.
BIDDER INFORMATION: All bidders must submit EXHIBIT II, INFORMATION
AWARD OF PURCHASE ORDER: The City reserves the right, after opening bids, to reject any or all bids, to waive any informality in a bid, to make awards in the interest of the City, and to reject all other bids.
QUESTIONS: All questions must be submitted via the electronic BidsOnline system on the Q&A tab by 5:00pm PST, on April 25, 2023. If the City finds it necessary to issue an addendum, prospective Offerors will receive e-mail notification of addendum. Otherwise, answers to questions received will be provided on the Q&A tab and notification will be sent by April 27, 2023. It is the proposer’s responsibility to periodically check the BidsOnline website www.ci.richmond.ca.us/bids for any possible Addenda to the RFP that may have been posted.
Any party submitting a Bid shall not contact or lobby any City Council member, City official, employee (except those specified for contact) or agent regarding the Bid. Any party attempting to influence or circumvent the Bid submittal, and review process may have their Bid rejected for violating this provision of the Bid.
Interested parties may download copies of the above mentioned Bid by visiting the City's web site, www.ci.richmond.ca.us/bids. To download Bid, new vendors will be required to register. Once the vendor downloads any documents relative to a solicitation, that vendor's name will appear on the Prospective Bidders list for that project and will receive any addenda or notifications relating to the Bid.
