STATEMENT OF THE
ISSUE:
Police Strategies LLC was selected to provide use-of-
force analysis reports to the general public. The
presentation will be to present the report data collected for the years 2018-2023.
RECOMMENDED ACTION:
RECEIVE a presentation on the City of Richmond Police
Department’s use-of-force reports from Bob Scales, CEO
of Police Strategies LLC, at the request of City
Councilmember Claudia Jimenez – Police Department
(Chief Bisa French 510-621-1802).
DISCUSSION:
Bob Scales will provide City Council with a presentation regarding use-of-force data collected from the City of Richmond Police Department through its Police Force Analysis System (PFAS). The PFAS collects use-of-force data, analyzes the incidents AGENDA

utilizing a wide range of factors, and assigns easy to interpret scores that characterize the extent to which each use of force was legally justifiable. The resulting information will assist the Police Department in developing operating policies and training programs to address any concerning use-of-force patterns or trends. The PFAS software will also assist the Police Department in building community trust by publishing an online interactive dashboard containing the Police Department’s use-of-force data from 2018 through 2023.
Police Strategies LLC will provide a live example of the dashboard that will be available for public use.
