DISCUSSION:

Background

On July 11, 2017, the City Council authorized an agreement with Highland Consulting Group (Robert Stevens, Principal Engineer), to complete the close out of the grant- funded Operations and Security Center project, which included the renovation of the Rigger’s Loft into the Port Administration office and space for leasing, and other improvements at Point Potrero Marine Terminal (PPMT), which included a twelve-mile (12) fiber optic network operating at ten (10) gigabits per second (Gb/s) serving the City of Richmond, a high mast lighting project improving security, rehabilitating much of the electrical infrastructure, and an extension of the San Francisco Bay Trail into PPMT that includes two (2) overlooks and a hillside pathway.

In the succeeding years, Robert Stevens provided the Port of Richmond with additional support for the polychlorinated biphenyls (PCB) cleanup of the graving basins, relocation of the S.S. Red Oak Victory Ship, berth infrastructure repairs, mandated dredging, utility infrastructure, and reporting compliancy with State and Federal agencies. On December 3, 2019, the City Council approved a contract with CSW/Stuber-Stroeh Engineering Group, Inc. (CSW|ST2), formerly Highland Consulting Group (Robert Stevens, Engineer), for engineering and program management services for the Port of Richmond for a term of one (1) year.

Sole Source Contract

CSW|ST2 currently prepares, updates, and provides reports for the facilities assessment of Port infrastructure; completes grant applications to fund capital improvement projects; assesses designs, and supports updates to infrastructure at Port facilities; provides technical support for the development of leases; supports dredging projects at Port facilities; provides technical support to tenants regarding dock capacity, berth length, water depth, utility capacity; and provides other engineering services as requested by Port staff.

Robert Stevens, president, and engineer of CSW|ST2, has provided engineering design, program management, and construction support to the Port of Richmond for the last sixteen (16) years. He has a strong understanding of the existing infrastructure and the expertise to complete the integration of capital improvement projects.

A sole-source form was completed as Robert Stevens, of CSW|ST2, has worked closely with previous Port staff for several years, and has accumulated historical, contextual, engineering, and databased knowledge regarding Port matters (Attachment 1).

City staff is seeking approval of a one (1) year contract with CSW|ST2 for a total contract amount not-to-exceed $93,000, with an option to extend for one (1) additional year inr an amount not-to-exceed $96,0000, for engineering services at the Port of Richmond (Attachment 2).
