DISCUSSION:

Fencing at the Castro Encampment

Part of the security enhancements for the Castro encampment include new fencing to replace fencing that has been damaged and/or removed. City staff is also recommending the approval of a second amendment to the contract with Chain Link Fence and Supply Incorporated (Chain Link). Public Works is currently in contract with Chain Link. To expedite the fence construction, City staff is proposing a second amendment to the contract scope and amount to include the cost of installing a swing gate on the entry to the Castro Street cul-de-sac, repairing existing fencing, and any other security fencing enhancements needed at the Castro encampment. The total contract amendment is for $12,000, bringing the new total not-to-exceed amount to $105,538.

Most of the site fencing at the Castro encampment has been replaced. However, some sections that were not accessible have been removed or damaged and are not providing sufficient security for the encampment. This work was not included as part of the original bid. In addition, to further secure the site and control the illegal dumping that occurs on Castro Street, a swing gate will be installed at the entry to Castro Street by Fred Jackson Way. Under the proposed contract amendment Chain Link will furnish and install one (1) EA double swing pipe gate with an opening of 25 feet with a lock box so Richmond Police and Fire Departments can access the site when necessary.

The second contract amendment with Chain Link will help the City achieve the goals of securing the encampment and preventing illegal dumping on Castro Street following the June 30, 2024, sunsetting of the encampment. All residents at the encampment have been transitioned into temporary and/or permanent housing. Work continues toward finding permanent housing for all residents and providing them services. All vehicles have been removed and the site has been cleared of all debris.
