A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHMOND AWARDING THREE ON-CALL TREE TRIMMING,
PRUNING AND TREE REMOVAL SERVICES CONTRACTS IN AN
AMOUNT NOT TO EXCEED $500,000 PER CONTRACT OVER A
THREE-YEAR PERIOD WITH TWO ONE- YEAR OPTIONS TO
EXTEND
WHEREAS, the Parks Maintenance Division of the Public Works Department anticipates tree maintenance projects funded by various fund sources, will arise during the period of July 11, 2023 to June 30, 2026; and WHEREAS, the City’s procurement process for tree maintenance contracts can take up to three months before contracts are fully executed and a project can begin; and
WHEREAS, the Public Works Department has demonstrated that the use of a pool of on-call tree contractors that have passed the competitive bidding process eliminates much of the delay and costs associated with project-by-project bidding; and
WHEREAS, on June 6, 2023, the Parks Maintenance Division issued a request for bids for On-Call Tree Trimming, Pruning and Tree Removal Services through the City’s BidsOnline system; and
WHEREAS, eight (8) tree service contractors submitted bids; and WHEREAS, the bids were reviewed by Greg Hardesty (Parks Maintenance Superintendent), Mark Maltagliati (Parks Maintenance Supervisor) and Daniel Chavarria (Director of Public Works); and
WHEREAS, the three lowest responsive responsible bidders were determined to be Julian Tree Care, Inc., The Professional Tree Care Co., and Sierra Tree Company; and
WHEREAS, each On-Call Tree Trimming, Pruning and Tree Removal Services Contract with an approved contractor would be for an amount not to exceed $500,000 over a three-year period with two one-year options to extend each contract; and
WHEREAS, the additional two-year extension period is not to exceed $300,000 per vendor; and
WHEREAS, the contractors hired for On-Call Tree Trimming, Pruning and Tree Removal Services will provide services as requested by the City Manager and/or Director of Public Works; and
WHEREAS, contractors on the standing on-call list will be asked to submit proposals for each project and a Work Authorization will be issued to the lowest cost proposal per project.
NOW, THEREFORE, BE IT RESOLVED that the City Council finds the above recitals are true and correct and have served, together with the Agenda Report, as the basis for the fundings and actions set forth in this Resolution.
BE IT FURTHER RESOLVED that the City Council of the City of Richmond hereby authorizes the City Manager or their designee to execute the On- Call Tree Trimming, Pruning and Tree Removal Services contracts, and to negotiate and execute the two one-year options to extend each contract.
