Re: FORMAL REQUEST TO PARTNER ON JOINT MOU FOR REQUEST FOR
PROPOSALS (RFP) SOLICITATION FOR SOLID WASTE FRANCHISE
COLLECTION SERVICES
Dear Ms. Curl:
The City of San Pablo formally requests a partnership with the City of Richmond on the joint development of a proposed Memorandum of Understanding (MOU) for collaboration and cost- sharing in regard to a joint Request for Proposals (RFP) for our agencies' solid waste franchise collection service agreements which expire in June 2025.
Prospectively, it would be very advantageous for both of our respective cities to formally engage on a collaborative and open competitive process via joint MOU to attain mutual beneficial interests for our cities. This approach is consistent with policy direction provided from both the Richmond and San Pablo City Councils in April and May 2023, and further confirmed in a recent discussion on June 28, 2023 with representatives from the City of Richmond, City of San Pablo and R3 Consulting Group, Inc. (R3).
The City of San Pablo understands that the City of Richmond is in the process of amending its current agreement with R3 to add consulting services related to a formal RFP solicitation process for collection services, including but not limited to, the following services: preparing and releasing an RFP for collection services, evaluating proposals, recommending a top firm, negotiating final terms, and executing a final collection agreement.
Since both of our cities share geographical boundaries, have similar composition of waste streams, and are subject to increased State mandated regulatory requirements under SB 1383, a joint MOU partnership provides an opportunity for our communities to achieve economies of scale on solid waste collection service rates. The City of San Pablo is hopeful a collaboration between our cities will provide an attractive and productive bidding environment that results in more competitive rates and enhanced programs and services for both communities.
The City of San Pablo is aware of the costs for the additional R3 services needed to facilitate this formal RFP solicitation process for collection services, and is willing to enter into a joint MOU that allows the City of San Pablo to reimburse the City of Richmond (i.e. 50/50 cost share) of such services from R3.

Re: FORMAL REQUEST TO PARTNER ON JOINT MOU FOR REQUEST FOR PROPOSALS (RFP)
SOLICITATION FOR SOLID WASTE FRANCHISE COLLECTION SERVICES Date: July 5, 2023
The City of San Pablo looks forward to collaborating with the City of Richmond to seek and review mutually beneficial proposals that sustain these vital services for both of our communities for the future. We are also open to working with Richmond staff to find joint and equitable solutions to any nuances on proposed programs and services during the evaluation process.
We believe this type of intergovernmental partnership will greatly promote cooperation between our local cities, enhance the potential for reduced rate-payer costs, increase compliance with State mandated regulatory requirements, and increase the health and welfare of San Pablo and Richmond residents.
I look forward to discussing this new MOU development between our respective agencies.
My City staff is working on a draft MOU which I will forward once completed for your formal review and consideration.
