AGENDA
REPORT
July 11, 2023
RECOMMENDED ACTION:
APPROVE a second amendment to the Cooperative
Personnel Services HR Consulting (CPS) contract to
amend the scope of services for the fiscal year 2023-24 Fire Promotional recruitments and training, and increase the payment limit by $200,000, for a new total contract amount not to exceed $439,080 – Human Resources
Department (Nickie Mastay/Sharrone Taylor 510-620-
6602).
DISCUSSION:
Cooperative Personnel Services HR Consulting (CPS) has a tried-and-true approach to recruitment and has a bevy of highly qualified and experienced recruitment professionals. In addition, they have successfully created a multi-pronged virtual social media outreach marketing strategy for the Police Department and conducted high quality Fire promotional recruitments. Furthermore, the Human Resources Department has partnered with CPS on other recruitments and is pleased with their service and products.
Human Resources is proposing to add funds to continue collaborating with CPS for promotional and open recruitments and expand the scope to include funding for training, coaching, and facilitation as required. This amendment will revise the contract’s scope of services with the following additions:
Fire Promotional Vacancy Recruitments
Promotions are cyclical in our sworn departments. Each year, as sworn personnel acquire experience, promotional requirements are necessary to ensure appropriate staffing levels. In addition, regular and consistent promotional examinations allow the departments to back fill when personnel retire. The comprehensive examination process that CPS provides is comprised of oversight of the examinations, development of practical exercises, assessment centers examination content, candidate and assessor orientation, examination scoring, feedback report, and candidate inquiry responses.
Human Resources and the Fire Department were pleased with CPS’s service for the last round of promotional recruitments, and desires to continue working with CPS for the upcoming promotional recruitments.
Training, Coaching, and Facilitation
Currently, CPS is contracted to conduct recruitments, but the agency also offers high- quality training, coaching, and facilitation. The City of Richmond wishes to engage CPS for these services. The Human Resources Department in partnership with Project Coordinator, Trina Jackson-Lincoln, have identified trainings conducted by CPS that will provide comprehensive diversity, equality, and inclusion training for our employees. It is the goal of Human Resources and the GARE Project Coordinator to create a high-

quality and robust DEI-centric curriculum to encourage an environment of respect and acceptance within our workforce.
The current contract has a not-to-exceed amount of $239,080. The additional cost of the services in the amount of $200,000 is reflected in the contract limit increase for a new not-to-exceed amount of $439,080.
RECOMMENDATION:
Human Resources staff recommends that City Council approve the amendment to the CPS contract, which will allow Human Resources to conduct Fire promotional recruitments; implement diversity, equality, and inclusion training in conjunction with the City’s GARE initiative to expand training to City staff; and, conduct various high-level recruitments, as needed.
