DISCUSSION:

In April 2017, the Governor signed Senate Bill (SB) 1 which is known as the Road Repair and Accountability Act of 2017. To address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road systems, SB 1 increases per gallon fuel excise taxes, increases diesel fuel sales taxes and vehicle registration fees, and provides for inflationary adjustments to tax rates in future years.

Beginning November 1, 2017, the State Controller began depositing various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code (SHC) Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

SB 1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, in order to be eligible for RMRA funding, statute requires cities and counties to provide basic annual RMRA project reporting to the California Transportation Commission (CTC).

To remain eligible for RMRA funding, the City is required to submit a list of City Council approved proposed projects to CTC. The project list includes priority projects in Richmond that are eligible for SB 1 RMRA funds. The anticipated funding will be used to supplement existing funding sources on these projects and will enable the City to complete these priority projects, including design, construction, and construction management, and may also enable the City to leverage additional grant funds.

Based on StreetSaver the following project list will be submitted to the state for SB 1 funding:

 2023-24 Street Rehabilitation Project
o Carlson Boulevard: Roadway Sections on Northbound and Southbound between Tehama Avenue and Broadway
o Richmond Parkway: Various Locations

The previously proposed and adopted projects may utilize Fiscal Year 2022-23 Road Maintenance and Rehabilitation revenues in their delivery. With the relisting of these projects in the adopted fiscal year resolution, the City is reaffirming to the public and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account revenues:

 PP005 Cutting-Hoffman Bikeways
o Cutting Boulevard from Garrard Boulevard to Hoffman Boulevard; Hoffman Boulevard from Cutting Boulevard to Harbour Way South;

The project will include pavement rehabilitation of existing roadways that generally are in Poor to At-Risk conditions and after treatment will be in Excellent condition. The treatment type on these roadways will be Thin Asphalt Concrete Overlays and Thick Asphalt Concrete Mill and Overlay. These pavement rehabilitation projects are anticipated to have a useful life of 15-20 years and are anticipated to begin design in Fall 2023 and begin construction in Summer 2024.
