STATEMENT OF THE
ISSUE:
The 2022-2023 Contra Costa Civil Grand Jury requests
the City of Richmond’s response to findings and
recommendations regarding affordable housing as
reflected in Grand Jury Report No. 2306.
RECOMMENDED ACTION:
APPROVE the City Manager’s response to the 2022-
2023 Contra Costa Civil Grand Jury Report No. 2306
entitled “Affordable Housing: A Plan Without a Home”
and submittal of the response to the Grand Jury – City
Manager’s Office (Shasa Curl/Lina Velasco 510-620-
6841).

DISCUSSION:
The 2022-2023 Contra Costa County Grand Jury issued Report No. 2306 entitled “Affordable Housing: A Plan Without a Home” (Attachment 1). The report includes findings and recommendations which require a response from various municipalities, including the City of Richmond. The attached letter from the City Manager was created in response to this report (Attachment 2). The City of Richmond’s responses are provided below each of the Grand Jury’s findings and recommendations in accordance with sections 933.05(a) and 933.05(b) of the California Penal Code. City staff is seeking City Council approval of the City’s responses.
