AGENDA
REPORT
July 11, 2023
BACKGROUND:
Contra Costa County voters passed Measure J in 2004. The measure renewed a half- percent sales tax used to fund various transportation projects and programs throughout the county. The projects funded through Measure J include the construction of major highway and arterial road projects, improvements to the BART system, enhancements to transit facilities, and pedestrian, bicycle, and trail facilities. Measure J funded programs include a variety of transit and paratransit services, support for commute alternatives, and regional transportation planning and growth management. Eighteen percent of the Measure J revenues are allocated to local street maintenance and improvements. These Local Street Maintenance and Improvement (LSM) funds, also referred to as “return-to-source” funds, are paid out annually to local jurisdictions if the Contra Costa Transportation Authority (CCTA) finds the jurisdiction is following the Measure J Growth Management Program (GMP) established by Measure J.
DISCUSSION:
CCTA evaluates Measure J GMP compliance through a checklist that is distributed to local jurisdictions every two years. Each jurisdiction is required to complete the checklist and submit it to CCTA for review and approval prior to receiving its LSM funds.
City staff has prepared the City of Richmond’s Measure J GMP Compliance Checklist for Calendar Years 2020 and 2021 (see Exhibit A). The checklist demonstrates the City’s compliance with the Measure J GMP requirements, which include the following:
Adoption of a general plan growth management element;
Adoption of a development mitigation program to ensure that new growth is paying its share of the costs associated with that growth;
Participation in an ongoing cooperative, multi-jurisdictional planning process with other applicable jurisdictions and agencies to create a balanced, safe, and efficient transportation system;
Making progress in providing housing opportunities for all income levels;
Developing a five-year capital improvement program (CIP);
Adopting a transportation systems management ordinance to promote carpools, vanpools, and park and ride lots; and
Adopting an urban limit line.
Upon CCTA’s approval of the checklist, the City will receive a total of $2,183,263 LSM funds for Fiscal Year (FY) 2021-22. For FY 2022-23, CCTA estimates the City would
July 11, 2023
receive a total of $2,085,241 LSM funds; however, the exact amount for FY 2022-23 will be finalized in July after final Measure J tax revenues have been collected.
CONCLUSION:
City staff recommends the City Council adopt the draft Resolution in Attachment 1 authorizing submittal of the City of Richmond’s Measure J GMP Compliance Checklist for Calendar Years 2020 and 2021 to CCTA.
