DISCUSSION:

The Federal government has made funds available to local law enforcement agencies under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The Contra Costa County Sherriff’s Office applies for and receives the initial award, which is then divided between the Sheriff’s Department, City of Antioch, City of Concord, and the City of Richmond.

Contra Costa Sheriff’s Office (CCCSO) manages the grant between the four recipients, but all documentation is completed by the individual jurisdictions. Only after the CCCSO receives back documents from all the jurisdictions, can CCCSO officially present the jurisdictions with their individual funding.

The award was presented to the City of Richmond Police Department in April 2023. The JAG 2022 grant term is October 1, 2022 through September 30, 2025. The City of Richmond is currently using JAG 2020 and JAG 2021 funds for body armor purchases as needed. The JAG 2022 funds will be used when the prior funding is exhausted.

The City of Richmond Police Department was awarded $80,619, of which a five-percent administrative fee ($4,030.95) is deducted for grant management by the Sheriff’s Department. City staff proposes to use the funds for the purchase of police safety equipment (e.g., bullet proof vests, ballistic shields, helmets, etc.) in accordance with the Memorandum of Understanding between the County of Contra Costa Sheriff’s Office and the City of Richmond Police Department.
