FINANCIAL IMPACT: Project expenditures will be funded by the Workforce Innovation and Opportunity Act, Title II. There will be no net additional expense to the General Fund.

STATEMENT OF THE
ISSUE:
The Richmond Public Library – Literacy for Every Adult
Program has been awarded $65,296 for adult literacy
services through the Workforce Innovation and
Opportunity Act, Title II (WIOA II).
RECOMMENDED ACTION:
ADOPT a resolution to ACCEPT and APPROPRIATE the
WIOA II grant award of $65,296, to support educational
programs offered at the library’s literacy services
program, Literacy for Every Adult Program – Community
Services Department (Kate Eppler 510-620-5452/Abigail
Sims-Evelyn 510-307-8082).

DISCUSSION:
The Literacy for Every Adult Program (LEAP) program has been awarded a Workforce Innovation and Opportunity Act, Title II (WIOA II) grant in the total amount of $65,296 for Fiscal Year 2023-2024. This federal grant funding, received annually by LEAP, enables the continued provision of services including adult basic education and high school equivalency education.
Fiscal year 2023-2024 funding was based in part on the following:
Funding for positive gains in employment and earnings outcome One-time funding for exit reporting in employment and earnings An increase in WIOA funding to California
This acceptance and appropriation of the grant funds will allow LEAP to continue providing the essential services that greatly enhance the quality of life for participating Richmond residents.
