STATEMENT OF THE
ISSUE:
The Successor Agency's Housing & Community
Development Division had a contract with Vallier Design Associates (VDA) for the Miraflores Sustainable
Greenbelt project that expired in December 2016. Since the contract expired while the work was in progress, VDA continued the work under an on-call contract held by the Public Works Department (PW). The PW’s on-call
contract inadvertently expired on June 30, 2023, so City staff agreed it was best for Housing to request its own contract for the work.
RECOMMENDED ACTION:
APPROVE a sole-source contract with CSW/ST2 for a
not-to-exceed amount of $217,323, for a term ending
December 31, 2025, for professional design services for the interpretative signage at the Miraflores Sustainable Greenbelt, including the preparation of bid documents for the rehabilitation of the historic resources – Community Development Department (Lina Velasco 510-620-6841).

DISCUSSION:
The Successor Agency's Housing & Community Development Division had a contract with Vallier Design Associates (VDA) for the Miraflores Sustainable Greenbelt project, that expired in December 2016. The contract expired while the work was in progress, so Marcia Vallier continued her work under an on-call contract VDA had with Public Works (PW). The PW contract inadvertently expired on June 30, 2023. PW and Housing staff agreed it was best for Housing to request its own contract for the remaining work.
VDA merged with CSW/ST2 in 2022. CSW / Stuber-Stroeh Engineering Group, Inc. (CSW/ST2) will provide additional landscape, architectural, engineering, and construction management services for the Miraflores Greenbelt project, that includes the Japanese American Confinement Sites Grant interpretative program, also partially funded by a Richmond Rotary centennial grant, and preparation of the Bid documents for the relocation and rehabilitation of the Sakai and Oishi historic structures proposed within the Greenbelt area and Miraflores project site.
As noted above, CSW/ST2 has been performing this work under an on-call contract held by Public Works that expired on June 30, 2023. Since the PW on-call contract expired and Housing staff needs to adjust the scope and budget, staff agreed it was best for Housing to request its own contract to complete the work.
This work would be funded by the sale proceeds received of the Miraflores project site, as well as a National Park Service Japanese American Confinement Sites Grant to tell the story of the Japanese families that occupied the site but were sent to internment camps during World War II.
