Incentive Project (HVIP)
[email protected]
Subject: Letter of Commitment to the Hybrid and Zero Emissions Truck and Bus Voucher Incentive Project (HVIP)
Dear Voucher Processing Center/ CALSTART,
On behalf of the City of Richmond, the Lead Applicant, I would like to express our commitment to the project described in the proposal for the Hybrid and Zero Emissions Truck and Bus Voucher Incentive Project (HVIP). This letter serves as our intent to purchase vehicles contingent upon HVIP award. The City Council intends to issue final approval of the purchase within 60 days of receipt of notice of reserved vouchers.
The City of Richmond’s proposal will increase access to clean mobility while reducing greenhouse gas emissions (GHG) and criteria pollutants, increase the uptake of zero-emission vehicles, and improve air quality and public health in the Richmond community.
Richmond is willing to contribute the following existing resource materials, technology, vehicle storage/maintenance and power costs, with no expectation of reimbursement through the voucher program. I can confirm that the city pays all the utility costs for the public electric vehicle charging equipment listed in the grant application to support the electric vehicles. The non-voucher portion of vehicle costs are included in the approved fleet replacement budget for FY 23/24 and/or additional grant funding from other sources.

Energy or fuel costs
Currently, all the energy provided to the publicly owned charging stations is paid for by the city.
This is also true for the electric vehicle charging hub that has been previously constructed in 2020 in preparation to install electric vehicle charging stations with the City’s Corporation Yard that supports the public fleet. Therefore, 100% of energy costs for this project will be provided by the City of Richmond.
Site for infrastructure
A combination of up to three Level 2and one DC fast chargers will be installed at 6 -13th Street, Richmond 94801, which is the site of Richmond’s Corporation Yard within City-owned land that will be provided for the purpose of installing this charging equipment.
Through these community resource contributions, we hope to indicate our deep commitment to this project and to better serve the clean mobility needs of our community in Richmond.
Sincerely,
Mayor Eduardo Martinez
City of Richmond
