DISCUSSION:

On June 20, 2023, agenda report (Item x.11.f Emergency Earth Slope Stabilization of Drainage Area Adjacent to Santa Rita Road Near 2929 Salvino Court) summarized the events that occurred in January 2023 that involved City staff, the City’s Consultant (Questa Engineering), and residents. Due to the mudslide continuing to worsen, Questa Engineering recommended the City take immediate action to mitigate the effects of the mudslide by implementing remediation measures. The mudslide jeopardizes the integrity of Santa Rita Road (City infrastructure) and nearby homes. Therefore, City Council approved an after-the-fact emergency slope stabilization contract with Bay Hawk, Inc.

In April 2023, Questa Engineering (one of the City’s pre-approved contractors) provided an approximate preliminary construction cost estimate of $650,000 for the retaining wall to protect and support the existing Santa Rita Road from failing and collapsing into the creek.

On June 20, 2023, City staff presented the Fiscal Year 2023-2024 Operating Budget and Five-Year Improvement Projects Program Budget for Fiscal Years 2023-2024 through 2027-2028, to City Council. A substitute motion was approved related to utilizing climate resiliency contingency funds for Santa Rita Road. Santa Rita Road Stabilization Project was selected, and City Council approved $650,000 to be allocated.

Due to the time sensitivity of the California Natural Resources Agency (CNRA) Grant deadline to fund the Flood Risk Reduction in Rheem Creek Watershed Project, City Council adopted Resolution 81-23 on July 11, 2023, to transfer funds from the Santa Rita Road Stabilization Project to the Flood Risk Reduction in Rheem Creek Watershed Project. The Rheem Creek Project was scheduled to start immediately. The July 11, 2023 staff report noted that the Santa Rita Road Stabilization project would use Risk Management funds. This report revises that request to provide a more accurate estimate. City staff is seeking City Council final approval for the Santa Rita Road Project to be funded from the Risk Management fund.

The Sanita Rita Road Stabilization Project was presented to City Council with an anticipated construction start in the fall and completion of the project before the next rain event. This revised cost estimate includes additional construction items, design, construction management, contingency, and staff time. Currently, the Santa Rita Road Stabilization Project does not have any funding. The estimated costs to complete the project are listed below (approximately) and additional cost information for lines 1 and 2 are included in Attachment 1:

1. Construction: $740,000

2. Construction Contingency (20%): $150,000

3. Final Design/Bid Package: $ 40,000 (Proposal from Questa)

4. Construction Management (10%): $110,000
Total: $1,040,000
