FINANCIAL IMPACT: The total proposed fiscal impact shall not exceed $100,000 for a two-year contract. Funding is included in the Fire Department’s Fiscal Year 2023-24 budget and

STATEMENT OF THE
ISSUE:
City Council’s approval is required to approve a contract with the Gumshoe Group to conduct pre-employment
background checks on prospective firefighter candidates.
RECOMMENDED ACTION:
APPROVE a two-year contract with The Gumshoe Group
to provide pre-employment background investigations for a total amount not to exceed $100,000, for a term of
October 4, 2023, through July 31, 2025 – Fire
Department (Chief Angel Montoya 510-307-8041/Deputy

DISCUSSION:
On July 1, 2022, the Police Department conducted a Request for Proposals (RFP) process to select a background investigator for their pre-employment background investigations. The Fire Department was able to piggyback on the RFP process and from the group of respondents select the Gumshoe Group for the purpose of conducting pre-employment background investigations for Firefighter Trainees.
The Gumshoe Group is a full-service investigation agency that is licensed, bonded, and insured in the State of California. Their staff is comprised of a group of active and retired law enforcement professionals with extensive investigative experience. The Fire Department desires to hire this agency to conduct the pre-employment investigations for Firefighter Trainees which Human Resources will facilitate.
FISCAL IMAPCT:
The fiscal impact is not to exceed $100,000 over the next two years. It is expected that the City will spend $40,000 in fiscal year (FY) 2023-24 and $60,000 FY 2024-25 due to the number of projected retirements. Funding is included in the current budget and will be included in subsequent budgets as required.
RECOMMENDATION:
City staff is recommending City Council approval of the contract with The Gumshoe Group.
