DISCUSSION:

The Richmond Arts and Culture Commission (RACC) updated its policies and procedures and recommended updating the Public Art Master Plan (PAMP). The process to update the PAMP began in January 2022 with the issuance of a solicitation for pre-qualified local art consultants with municipal experience. Over 10 consultants applied, and nationally recognized San Jose-based consultant Barbara Goldstein and her team (Art Builds Community) were selected.

As a result of over one years’ work with many stakeholders across the city, the updated PAMP document was created (Attachment 1).

The updated PAMP is a comprehensive look using quantitative and qualitative measures to propose 11 actionable recommendations as goal-based direction for the RACC and Public Art Advisory Committee (PAAC). On August 12, 2023, RACC had an in-person planning retreat to help prioritize the 11 recommendations (Attachment 2) and assign liaisons to keep track of at least one recommendation per current RACC members.

Recommendations:

1. Employ the arts to illuminate Richmond’s many cultures and histories.

2. Commission art that activates business districts in Downtown and other neighborhoods.

3. Support art that connects people with nature.

4. Prioritize support of the arts in City buildings and public spaces.

5. Increase grants to arts and cultural programs.

6. Support artists of all ages and backgrounds.

7. Strengthen the Arts and Culture Division and Richmond Arts and Culture Commission.

8. Maintain the City’s public art.

9. Promote Richmond’s public art.

10. Build partnerships with local businesses and regional entities.

11. Update Richmond’s Cultural Plan.

The PAMP recommendations will provide guidance for the RACC and PAAC goals over the next five years.

The RACC requests City Council receive and approve the PAMP.
