RECOMMENDED ACTION:
ADOPT a resolution amending staffing (position control) for the Department of Children and Youth, Grants
Division, Engineering, Parks Division, and Police
Department; and APPROPRIATE associated salaries,
wages, and benefits as required – Human Resources
Department (Nickie Mastay/ Sharrone Taylor 510-620-

DISCUSSION:
In response to the City Council Goals and Priorities as discussed with Henry Gardener on September 27, 2023, this item is being brought forward to increase City staff capacity in alignment with the City Council’s policy direction, while the workforce analysis required by the State Auditor is in progress. As such, we are incrementally adding vital positions to position control to address these high-priority areas.
Richmond Department for Children & Youth Department -- Senior Management Analyst
Due to the increased amount of funding being distributed, the Richmond Department for Children and Youth (RDCY) has recently experienced challenges with expediting payment approvals, conducting site visits, and managing grantee contract entry and execution during the close and initiation of the fiscal years. Adding an analyst position in the RDCY would provide enhanced support on current infrastructure and programmatic elements required by the Charter, including the community needs assessment and strategic investment plan, independent third-party evaluations, and supporting targeted capacity-building opportunities. Furthermore, it would strengthen leadership and guidance for the department and allow for aspirational outreach and engagement to improve service offerings and collaborative partnerships with service providers. The former senior management analyst is now serving as the Grants Project Manager (Project Manager I) for the City, and the expanded role limits the capacity to adequately provide oversight to the RDCY as was the case prior to their promotion.
Based on the department's needs, the department is requesting the flexibility to fill this vacancy with either a Senior Management Analyst or a Management Analyst I/II. There is funding available within the RDCY budget to cover the cost of this position.
Grants Division -- Grants Analyst (Management Analyst I/II)
Following the appointment of the Grants Project Manager in May 2023, there has been increased interest in leveraging this position. The Grants Project Manager is currently tracking all the grants awarded in the City by various projects and departments and working to support reporting, award reimbursements, etc. However, there is a desire to expand the opportunity within this role to support greater awareness of grant opportunities, collaboration, support, tracking, facilitation, and reporting of grant

opportunities and awards city-wide. Furthermore, following the adoption of the Grant Policy, there is a need to ensure that grants are being managed based on City Council direction and building and supporting collaboration with potential community partners.
To that end, adding a Grants Analyst (Management Analyst I/II) would provide the enhanced capacity to support the desired expansion of grants management, compliance, monitoring, collaboration, and support fund management, enabling expanded project development and service enhancements for the community.
PUBLIC WORKS - PARKS DIVISION
Groundskeeper/Gardener (Parks Division)
The Director of Public Works is requesting the reallocation of the Gardener vacancy to the Groundskeeper/Gardener classification to provide additional support in the vegetation maintenance of the City’s trails, medians, and parks. Once the reallocation is approved, Human Resources will conduct a recruitment, and the position will be filled.
PUBLIC WORKS – ENGINEERING TRAFFIC
Senior Civil Engineer (Traffic)
The Director of Public Works is also requesting a Senior Civil Engineer to oversee the traffic calming plans as directed by the City Council. This position will also oversee installation and maintenance of traffic control devices, street light systems, traffic studies and analysis; traffic impact analysis; and design of traffic signal timing. Once the reallocation is approved, Human Resources will conduct a recruitment, and the position will be filled. It is anticipated that this position may not be fully cost recoverable.
POLICE DEPARTMENT
Police Lieutenant
The Police Department is making significant progress in recruiting and filling vacancies.
However, there is a need to add a Police Lieutenant position due to the unit being understaffed.
POLICE - PARKING ENFORCEMENT
Parking Enforcement Representative
Successful parking enforcement addresses blight created by illegally parked cars, generates revenue, and maintains orderly street parking. There is a need for additional parking enforcement on the City's main thoroughfares and business districts including, but not limited to: 23rd Street, Macdonald Avenue, Cutting Blvd., Barrett Avenue, San Pablo Avenue, Hilltop, Point Richmond, etc. Therefore, one (1) Parking Enforcement

Representative position is requested to be added to Position Control for a total of six (6) Parking Enforcement Representatives.
Police Officer Trainee Position Control Correction
The Police Department’s position control requires a correction. One (1) Police Officer Trainee vacancy should be budgeted at the Police Officer level, which will ensure the proper funding exists when the trainee is promoted into the Police Officer classification after completion of the academy. There is no net change to the Full-time Equivalency (FTE) for this correction.
FISCAL IMPACT:
There is no adverse fiscal impact for the reallocation of Gardener to Groundskeeper/ Gardener. There are salary savings due to the Groundskeeper/Gardener's salary range being slightly less than the Gardener's salary range.
The City Council must approve the budget appropriation for the two (2) additional positions in the Department of Children and Youth and Grants Division, one (1) Senior Civil Engineer position in Engineering, the additional (1) Police Lieutenant and (1) Parking Enforcement Representative, and the minimal cost difference between the Police Officer Trainee and the Police Officer in the Police Department. Below is a table that illustrates the fiscal impact based on eight months of salary to allow time for recruitment and onboarding. Below is an estimate, and the actual salary and benefits costs will be determined once the positions are filled.

Management Analyst I/II $109,707
