A RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA,
APPROVING A SOLE SOURCE CONTRACT WITH THE WATERSHED PROJECT IN THE AMOUNT OF $364,183 FOR THE FLOOD RISK REDUCTION IN RHEEM CREEK
WATERSHED PROJECT
WHEREAS, in 2019, the City of Richmond (City ) collaborated with The Water shed Project, American R ivers and Restoration Design Group to c onduct community engagement activities, perform a topographic survey and hydraulic analysis, create preliminary design plans and a restoratio n opportunities analysis report, and submit permits t o regulatory agenc ies. This planning and design effort was funded by a grant from the California State Coastal Conservancy; and
WHEREAS, in June of 2020, the City partnered with The Watershed Project, American Rivers and Restoration Design Group to apply to the Califor nia Natural Resources Agency Urban Flood Protection Grant Program for the Flood Risk Reduction in th e Rheem Creek Watershed Project (Project); and
WHEREAS, the Flood Risk Reduction in the Rheem Creek Waters hed grant application defines the Project Team as the City , The Watershed Project, Restoration Design Group, and American Rivers ; and
WHEREAS, on July 6, 2021 , the Richmond City Council passed and adopted Resolution No. 83-21, approving the application for grant funds for the U rban Flood Projection Grant and authorizing the City Manager, or their designee, to execute agreements with project partners to complete the grant funded project; and
WHEREAS, on September 7, 2021, the California N atural Resources Agency awarded the City of Richmond $1,598,844 for the Project; and
WHEREAS, staff initiated a Sole Source Re quest for hiring The Wate rshed Project to provide various services o utlined in the grant , and to subcontract with Urban Tilth , a project partner named in the grant application , for r iparian plant prop agation, installation and plant establishment, and the Director of Public Works and the Finance Department approved the Sole Source Request; an d
WHEREAS, The Watershed Project is a Richmond-based non-profit organization that has ex tensive experience in the restoration and preservation of the unique ecosy stems that make up th e San Francisco Bay ; and
WHEREAS, funding in the FY2023-2024 budget is available from the California Natural Resources Agency (CNRA) Grant Fund and General Capital Fund.
NOW, THEREF ORE, BE IT RESOL VED that the City Council of the City of Richmond finds the above recitals are true and co rrect and have s erved as the basis for the findings and approvals set forth in this Resolution.
BE IT FURTHER RESOLVED that the City Council hereby a uthorizes the award of a Sole Source professional services contract to The Watershed Project for the Flood Risk Reduction in the Rheem Creek Watershed Project, in an amount not to exceed $364,183.
BE IT FURTHER RESOLVED that this resolution take effect immediat ely upon its passage.
