AGENDA
REPORT
November 7, 2023
DISCUSSION:
The information in this staff report is highlighting the requirement from both the California Governor's Office of Emergency Services and the Federal Emergency Management Agency (FEMA) for the City of Richmond to update its Form 130. This form, known as the "Designation of Applicant's Agent Resolution for Non-State Agencies," is crucial for designating which City officials are authorized to apply for and sign off on federal and state reimbursements following an emergency or disaster situation.
The City of Richmond last updated its Form 130 in 2018 through City Council Resolution No. 7-18. The resolution and the form it authorized had a three-year validity period, which has since expired. The new resolution aims to renew the City’s Form 130, also for a three-year term from the date of its adoption. Unlike the resolution, which speaks generally about the authority granted, the titles of the specific individuals who are designated as authorized agents are detailed in Attachment 3 (i.e., City Manager, Director of Finance, Director of Public Works, and City Engineer). This letter will be issued only after the resolution has been formally adopted by the City Council.
In summary, the update is a routine but important administrative measure to ensure that the City of Richmond remains eligible for crucial post-disaster funding from federal and state sources. The renewal of Form 130 will specify which officials can act on behalf of the City in these matters for the next three years following its adoption.
