DISCUSSION:
The Fire Department is facing increased mandated overtime shifts, and a short-term solution is needed. Historically, when the Fire Department was experiencing staffing issues, an agreement was made to temporarily allow members of higher ranks to voluntarily work in lower ranks to reduce the amount of mandatory overtime.
The City of Richmond and the International Association of Firefighters Local 188 Bargaining Unit (Local 188) have engaged in the meet and confer process and the City is bringing forth a side letter, agreed to by the City of Richmond and Local 188, which describes the process by which Richmond Fire Department Captains and Engineers will be allowed to work overtime in the lower rank of Firefighter.
Both parties agree that this side letter shall expire six months from the date of signing unless both parties mutually agree to extend it.
RECOMMENDED ACTION:
It is recommended that City Council adopt the resolution approving the side letter to the Memorandum of Understanding between the City of Richmond and Local 188.
