STATEMENT OF THE
ISSUE:
The City of Richmond Police Department is seeking an
experienced firm to manage and administer their
promotional testing and examination process for Police
Sergeants, Police Lieutenants, and Police
Captains.
RECOMMENDED ACTION:
APPROVE a contract with Donnoe & Associates, Inc., in
a total amount not to exceed $38,500, for Police Staff
promotional exam creation, administration, and ranking, for the period November 8, 2023, through November 7,
2024 – Police Department (Chief Bisa French 510-621-
1802).
DISCUSSION:
The Police Department has vacancies in the positions of Police Sergeant, Police Lieutenant, and Police Captain. To ensure the Police Department can identify the best candidate to meet the department’s mission and goals, department staff issued a Request for Proposals (RFP) to find an outside vendor with experience in exam AGENDA

creation, administration, and ranking, for similar positions. The scope of work will include the following:
Project planning, job analysis, and examination plan development; Meetings with Police Department Management to define examination process; Analyzing existing qualifications and providing recommendations; Creation of an examination plan;
Written examination development, administration, and scoring; Researching and develop customized job-related exercise based on the Police Department’s mission statement;
Developing an orientation process for Police Sergeants, Police Lieutenants, and Police Captains;
Administering the assessment center;
Scoring metrics, compilation, and ranking; and
Compiling and providing candidate scores based on examination plan.
The RFP opened on July 26, 2023, and closed on August 17, 2023, in accordance with the City’s purchasing guidelines. A total of 215 vendors were notified and four vendors met the qualifications. Of the four qualified vendors, Donnoe & Associates, Inc. was awarded the bid based on the City’s scoring standards that were identified in the RFP.
The scoring was awarded for each category as follows:
up to 50 points for Vendor Background
up to 25 points for Proposal/Scope of Services
up to 25 points for Cost
Donnoe & Associates, Inc. was the leader in two of the three categories, with a tie in the Cost category, making Donnoe & Associates, Inc. the unanimous winner of the bid.
Donnoe & Associates, Inc. has had plenty of experience in the field of Promotional Testing and has worked under contract with the City numerous times, the first being in 1994, when Donnoe & Associates, Inc. tested for City of Richmond Fire Marshal.
Donnoe & Associates, Inc. has extensive knowledge of written tests, online exams, oral exams, job analyses, and performance tests, and has worked with many other major cities, counties, law enforcement agencies, schools, and universities throughout California.
Police department staff believes the professional help and recommendation provided by Donnoe & Associates, Inc. will provide exemplary candidates for Police Sergeant, Lieutenant, and Captain.
