DISCUSSION:

The State of California Commission on Police Officer Standards and Training (POST) requires the successful completion of a polygraph examination for all sworn police personnel and communications dispatchers, including police cadets, police rangers, records specialists, and jailers. During the hiring process, every applicant is required to undergo a preemployment polygraph examination.

In accordance with the City of Richmond’s purchasing guidelines, Police Department staff issued a Request for Proposal (RFP) on August 14, 2023, with an end date of August 25, 2023. Three vendors were identified as meeting the minimum requirements set forth by the RFP. During the ranking and review process, one of the three vendors was eliminated. The remaining two vendors are both highly qualified and have extensive prior experience with the City of Richmond and other police departments within Contra Costa County.

Department staff recommends that City Council approve both contracts to allow for flexibility scheduling this critical step in the law enforcement hiring process.
