DISCUSSION:
The City of Richmond’s Employment and Training Division was awarded $2,972,695 from California Volunteers, Office of the Governor. These funds were allocated to provide Richmond youth and young adults, ages 16 – 30, with transitional employment, academic development, occupational skills training, career pathways, and on-the-job training opportunities in high-wage, high-growth industries (Attachment 1).
The Employment and Training Division is seeking approval to amend the current contract with Rubicon Programs – Richmond, Rubicon Landscaping, and the Reentry Success Center (Attachment 2). The contract amendment would maintain the contract term of March 31, 2024, and update the scope of work to incorporate another cohort of 10 participants for the Beautify Richmond project and increase the contract amount by $95,323 for a contract amount not to exceed $190,646 (Attachment 3).
The continued partnership will provide job preparedness training and opportunities that will allow program additional participants to gain work experience important to enhancing their qualifications and advantages toward their ultimate success. Each participant will be allowed to work a maximum of 500 hours at $20 per hour.
Employment and Training will be responsible for payroll functions.
The City of Richmond will benefit by having this addition to its labor force to revitalize and clean-up the city, grow its own talent pool to fill open vacancies, and assist with other COVID-19 recovery efforts.
