DISCUSSION:
The City of Richmond’s Employment and Training Division (E&T) was awarded $2,972,695 from California Volunteers, Office of the Governor. These funds were allocated to provide Richmond youth and young adults, ages 16 – 30, with transitional employment, academic development, occupational skills training, career pathways, and on-the-job training opportunities in high-wage, high-growth industries (Attachment 1).
On June 26, 2023, E&T re-released a Request for Proposal (RFP) to community-based organizations to support the delivery of services under the California for All Youth grant (Attachment 2). E&T received and scored two (2) applications – one from Roots of Success and one from Richmond Community Foundation (also known as RCF Connects) (Attachment 3). Based on the scores and qualifications of both organizations, E&T is recommending entering into contracts with both organizations.
E&T is seeking City Council approval to enter into contracts with Roots of Success for $180,000, and Richmond Community Foundation for $150,000, and appropriate funds from its grant funding from California Volunteers, Office of the Governor to partner with Youth Finance Institute of America to provide workforce training and employment opportunities for up to 20 Richmond youths, respectively.
Roots of Success program participants will participate in a Department of Apprenticeship Standards (DAS) registered pre-apprenticeship in Environmental Literacy and Job Training. The program will provide 20 participants with the knowledge, skills, inspiration, and credentials they need to access entry-level jobs and career pathways in environmental and advocacy fields.

Richmond Community Foundation will utilize the funds to support the Strive for Greatness: Facilitation Fellowship for Richmond Black Women & Girls program.
Program participants will be trained in the skill of facilitation for in-person and online spaces.
These partnerships will provide public speaking training, facilitation training, job preparedness training, workplace skills training, and community service opportunities that will allow program participants to gain work experience which will enhance their qualifications and advantages toward their ultimate career success. Each participant will be allowed to work a maximum of 500 hours at $20 per hour. E&T will be responsible for payroll functions. The City of Richmond, by supporting this program, will aid in building the next generation of skilled Richmond workers.
