AGENDA
REPORT
November 7, 2023
DISCUSSION:
The Human Resources Department in collaboration with the Fire Department are requesting City Council approval of a three-year contact with Restoration Family Counseling Center, Inc. (RFCC) to address and to help alleviate the cumulative trauma and stress facing our firefighters by providing comprehensive Peer Support Team training, on-site peer support services, Critical Incident Stress Management (CISM) debriefing, education, trainings, and access to specialized first responder clinicians to educate, train, and support Richmond Fire Department personnel.
Based in Vacaville, California, RFCC is experienced in addressing and treating this type of cumulative trauma in the Fire Service. They have a specialized network of culturally competent mental health clinicians that offer first responder specific counseling services to first responders. RFCC offers on-site critical incident stress debriefing, critical incident stress management training, departmental peer support training, on-site peer support services, and behavioral health services. Several providers were screened yet unable to offer such hands-on services; therefore, RFCC is deemed as a Sole-Source provider of these specialized services.
Most recently, RFCC has successfully implemented peer support services, peer support training, CISM, and first responder specific counseling sessions, outreach, education, and consultation services programs for the City of Vallejo, City of Berkley, City of Vacaville, and City of Fairfield’s Public Safety Personnel.
RECOMMENDATION:
Human Resources, in collaboration with the Fire Department, recommends that City Council approve a three-year contract with Restoration Family Counseling Center for Peer Support Services, which will allow the City of Richmond Fire personnel access to the peer support, peer support training, first responder specific clinical visits, on-demand CISM outreach, education, and training.
