AGENDA
REPORT
November 7, 2023
This is an emergency item to clarify the Council’s position on its recommendation that Recyclemore conduct an RFP process to determine the hauler for the Post-Collection process.
On May 2nd, 2023, the Richmond City Council “DIRECTED City staff to initiate procurement of a new solid waste collection service agreement through a competitive procurement Request for Proposals (RFP) process; and RECOMMENDED RecycleMore proceed with an RFP process for the Post-Collection Solid Waste Franchise Agreement”. The City Council voted in favor of this approach by a 6 to 1 vote.
Subsequent to the Council’s vote, Recyclemore Board selected a 3 person Ad Hoc Committee of the Board to discuss further this option. Members of this Ad Hoc are Dan Romero (Councilmember from Hercules), Councilmember Zepeta and Vice Mayor McLaughlin.
The Ad Hoc Committee met twice and was split in its viewpoint.
A meeting took place occurre with the Richmond City Attorney, City Manager, Environmental Manager, Councilmember Zepeda and Vice Mayor McLaughlin. Since the Council (in a super-majority vote) made this recommendation, there needs to be a further discussion to clarify the role and responsibility of the 3 Recyclemore board members representing Richmond (McLaughlin, Robinson and Zepeda) on this issue.
This all happened very quickly after the agenda was out, and it needs to be heard tonight as there is an upcoming critical vote at the Recyclemore Board level. Therefore, this is a request to the Council to hear an emergency item on this issue tonight to get full clarity.
