DISCUSSION:

The Clean California Initiative is a significant state-wide effort driven by the State of California Department of Transportation (Caltrans). The program aims to rejuvenate public spaces, reduce litter, bolster community pride, enhance public health, and foster job opportunities. A crucial part of this initiative is forging partnerships with local communities, empowering them to actively improve their immediate environments.

In the fiscal year 2022-2023, the City of Richmond aligned with this vision by entering into a Dump Day Event Agreement with Caltrans. Under this agreement, Richmond was granted $25,000, which was directed towards the Public Works Department, Abatement Division. This funding facilitated free neighborhood dumpster days (known as "Dump Days") for the residents of Richmond, covering expenses such as labor, equipment, materials, supplies, and dumping fees.

Caltrans, recognizing the positive impact and value of this partnership, has proposed an extension and expansion of the Dump Day Event Agreement for the fiscal year 2023- 2024. The updated terms propose a reimbursement to the Public Works Department, Abatement Division up to an amount of $50,000, effectively doubling the prior year's commitment. This increased allocation is expected to further the scale and reach of the Dump Days in Richmond, extending the benefits to a larger section of the community.

Conclusion

The Clean California Initiative stands as a testament to the state's commitment to fostering cleaner and more inviting public spaces. The City of Richmond's participation, as evidenced by the Dump Day events, plays a pivotal role in the local implementation of this statewide vision. Given the success of the prior year's engagement and the proposed enhancement of terms by Caltrans for the upcoming fiscal year, City Staff recommends approval of the renewed Dump Day Event Agreement for fiscal year 2023- 2024. This endorsement not only aligns with Richmond's dedication to serve its residents but also solidifies its role in the broader statewide mission of creating more vibrant public realms.
