FINANCIAL IMPACT: The proposed $12,791.34 first year expenditure is included in the Police Department’s approved Fiscal Year (FY) 2023-24 budget and will be budgeted for
appropriately in FY 2024-25 and Fiscal Year 2025-26 –

STATEMENT OF THE
ISSUE:
The Police Department is requesting approval of a
contract amendment with Cellebrite to continue utilizing the cellphone analyzer tool by upgrading the software
platform to the Premium Software as a Service (SaaS)
package.
RECOMMENDED ACTION:
APPROVE a first contract amendment with Cellebrite in
the amount of $36,374.01, for a new total contract
amount not to exceed $70,654.74, to allow the Police
Department to continue using the cellular phone analyzer tool to extract evidence from cellular phones, and to
extend the contract term end date to November 28, 2026

DISCUSSION:
The Police Department has utilized Cellebrite for investigations related to human trafficking, homicides, robberies, and other crimes, since 2020.
During the course of these type of investigations, the use of cellular phones (by suspects and victims) are collected as evidence. When legal authority is obtained (whether by means of a warrant or consent), retrieval of the information from the cellular phone can be burdening. The use of a cellular phone analyzing tool is essential.
Criminal investigations, especially those with lengthy consequences, are cumbersome and oftentimes rely on physical evidence, in particular data retrieved from cellular phones (from the suspects and victims).
Maintaining the Cellebrite cellular phone analyzing tool by upgrading the software package will further assist the Richmond Police Department in retrieving evidence expeditiously and investigating crimes more efficiently.
The contract amendment total is for $36,374.01 of which $12,791.33 will be due in year one and includes the premium adapter for $1,000. The two remaining years will be billed equally at $11,791.34 per year.
