AGENDA
REPORT
November 28, 2023
DISCUSSION:
The City Council ‘s approval is required to approve revisions to position control and appropriate associated salaries, wages, and benefits as required.
FIRE DEPARTMENT
Firefighter Trainee
The City Manager and Department of Human Resources are requesting the addition of four (4) Firefighter positions to Fire Departments position control. Currently, the Fire Department has eight Firefighter vacancies. As the department conducts internal promotions in higher ranks additional vacancies will occur. In addition, some firefighters may elect to retire in the coming months. As we embark on the background evaluation process and the Fire Academy scheduled for January 2024, the City Manager desires to place enough recruits through the academy to back fill future vacancies. As openings occur through attrition, the vacancies at the Firefighter level will be deactivated to maintain a total of 30 firefighters.
FINANCE DEPARTMENT
Reallocation of Business License Field Investigator to Business License Specialist
In efforts to streamline efficiencies and processes in the Business License division, the Director of Finance has determined that a Business License Specialist would better fulfill the needs of the customer base. Therefore, the Director of Finance is requesting the reallocation of the Business License Field Investigator to Business License Specialist. The Business License Specialist classification has a wider scope of responsibility than the Business License Field Investigator in that the latter does not have an administrative function. The Business License Specialist has the administrative function and can go out into the field to interact with business owners to ensure business license compliance. Once the reallocation is approved, Human Resources will conduct the recruitment, and the position will be filled.
COMMUNITY DEVELOPMENT - PLANNING
Reallocation of Senior Planner to Principal Planner
The Planning Department is inundated with planning projects and with the departure of a Senior Planner, the department head has reassessed the structure and has determined that reallocating the Senior Planner to a Principal Planner will allow the department to better manage the future planning projects, including Hilltop Mall and other high priority projects. Once the reallocation is approved, Human Resources will conduct the recruitment and the position will be filled.

FISCAL IMPACT:
The City Council must approve the budget appropriation for the four (4) Firefighter positions in the Fire Department, and the minimal cost difference between Business License Field Investigator and Business License Specialist in the Finance Department.
Reallocation of the Senior Planner and Principal Planner in the Community Development – Planning Division will result in cost savings due to the Senior Planner being budgeted at step five and it is likely the Principal Planner will be filled at step one.
Below please find a table that illustrates the fiscal impact based the on seven months of salary to allow time for onboarding for the Firefighter Trainees, and the difference in salaries between the reallocated positions and the newly requested classifications. The information contained in the table is an estimate, and the actual salary and benefits costs will be determined once the positions are filled.
