North Richmond Mitigation Plan Second Amended Fiscal
Year 2022-23
FINANCIAL IMPACT: There is no fiscal impact associated with amending the North Richmond Mitigation Plan for the 2022-23 fiscal
year. The Mitigation Fee revenue is used to cover the
costs incurred by Contra Costa County (County) and City of Richmond (City) for listed strategies/activities
authorized for funding under the North Richmond Waste
and Recovery Mitigation Fee Expenditure Plan approved
by the County and the City. Each annual Expenditure
Plan includes a contingency line item in the budget to
serve as a cushion for potential revenue shortfalls, and City staff anticipates that there will be sufficient funding in the contingency fund for this purpose.

DISCUSSION:
The North Richmond Waste and Recovery Mitigation Fee Joint Expenditure Planning Committee (Committee) reviews and recommends approval of the annual North Richmond Waste and Recovery Mitigation Fee Expenditure Plan for North Richmond community clean-up projects and services. The purpose of the Committee is to provide the City and County with recommended Expenditure Plans that describe the annual activities or strategies accompanied by an associated budget that is funded with North Richmond Mitigation Fees.
The Expenditure Plan governs the use of funding for each fiscal year (July 1st through June 30th) granting the City and County the authority to utilize allocated funding amounts for services and activities. On October 20, 2023, the Committee recommended approval of the second amended FY 2022-23 Expenditure Plan be presented to the Richmond City Council and the Contra Costa County Board of Supervisors as a means for both entities to administer the mitigation fee funding for the projects listed therein.
The amended Expenditure Plan was approved by the County Board of Supervisors on November 7, 2023. City Council’s approval of this item authorizes the continued use of mitigation fee funds for the intended purposes described in the second amended 2022- 2023 Expenditure Plan (Attachment 1).
