DISCUSSION:

Each fiscal year, the City of Richmond Water Resource Recovery (WRR) Department is obligated to pay fees based on various regulatory permits and joint powers agreements the City has with multiple agencies (State Water Resources Control Board, Contra Costa County Public Works Department, West County Wastewater District, and Stege Sanitary District).

The fees charged by these agencies are based on Resolutions, Memoranda of Understandings, and/or federal or state regulations.

Due to the shared capital improvement projects (CIP) of the West County Agency (Sodium Bisulfite Tank) and the repairs required for the damaged Aton Buoy, the annual expenses for the West County Agency increased substantially. However, the (CIP) expenses will be paid from the Wastewater Enterprise Capital Improvement Project budgets. The operation and maintenance (O&M) expenses will be paid from the wastewater O&M budget.

To improve administrative efficiency, WRR staff is requesting that the City Council adopt a resolution authorizing the City Manager to execute specific contracts listed in the resolution provided the contract amounts do not exceed the amounts listed in the resolution approved by City Council.
