Employees are permitted to use available vacation, floating holidays, administrative leave, or compensatory time accruals for December 26, 27, 28. As part of the agreement with the full-time SEIU Local 1021, IFPTE Local 21 Mid-Management, and Executive Management unions, the City will provide December 29, 2023, as an additional City paid holiday. The fiscal impact of the one holiday is approximately $250,000. In addition, employees have the option to take a leave of absence without pay.

SEIU 1021 Part-Time Employees Unit: One-Time Lump Sum Payment

The City understands the impact that the holiday closure will have on our part-time hourly employees. Therefore, the City has agreed to issue a one-time lump sum payment of $500 to active SEIU 1021 Part-Time Unit employees to offset the loss of wages during the holiday closure. This fiscal impact is approximately $75,000.

The City has negotiated in good faith the impacts of the holiday closure with the affected bargaining units. The parties have come to an agreement about the holiday closure as outlined in the side letter agreements (Attachments 2-5).

NEXT STEPS:

City staff is requesting that the City Council adopt the resolution approving the Holiday Closure side letter agreements between the City of Richmond and SEIU Local 1021 General Employees, SEIU Part-Time and Intermittent Unit, IFPTE Local 21 Mid- Management Unit, and the IFPTE Local 21 Executive Management Unit.
