DISCUSSION:
The City of Richmond Police Department (RPD) issued a Request for Proposals (RFP) on July 27, 2022 (Attachment 1). Responses were evaluated according to the City’s purchasing guidelines. All State Police Equipment Co. was selected as the chosen vendor based on their low bid and ability to meet 2022 RFP pricing with the manufacturer.
On May 2, 2023, City Council approved a purchase order with All State Police Equipment Co. to allow RPD to acquire replacement service weapons which included 100 service pistols, and the necessary accessories (100 red-dot sights and 100 pistol- mounted lights). The purchase of service weapons was approved during the previous fiscal year 2022-2023 mid-year budget process, and the requested 100 service pistols were shipped and delivered on June 20, 2023. However, the approved and required 100 red-dot sights, and 100 pistol-mounted lights were delayed due to supply chain shortages and manufacturing production issues. The service weapon was manufactured specifically to fit the sights and lights and would not be compatible for duty without the missing items.
The City’s purchasing policy does not allow purchase orders to carry forward to the following fiscal year if the purchase order is not related to an ongoing capital asset expenditure. Therefore, a new purchase order is needed for the current fiscal year. RPD staff is seeking City Council’s approval to appropriate fiscal year 2023-24 funds in the amount of $62,025.21 to complete the full order for the service weapon package from All State Police Equipment Co. This purchase is crucial for the upcoming service weapon training and orientation scheduled for February 2024. Funding for the expenditure will be drawn from RPD’s Asset Forfeiture Fund and will not impact the General Fund.
