DISCUSSION:
In December 2021, the City was awarded grant funding from the State of California Department of Parks and Recreation Statewide Park Development and Community Revitalization Program (SPP) in the amount of $1,170,000. The grant enables the City of Richmond to renovate Dirt World Bike Park, a 2-acre park adjacent to the Richmond Greenway. The project encompasses various enhancements, including the finalization of design, engineering, and construction activities. The improvements planned for the park include renovation of the BMX bike park, the upgrade of a multi-use class I bike trail, as well as landscaping and irrigation initiatives.
The project is a result of a collaborative effort in the SPP grant application submission with the City of Richmond and American Ramp Company. Together, American Ramp Company, the City, and community members worked to create the design, budget, and timeline for the community-selected concept design for the Dirt World Bike Park Revitalization Project, which was subsequently awarded by the State.
The implementation of the project in divided into two phases. On October 18, 2022, the City Council authorized a sole-source contract with American Ramp Company for Phase 1, which includes design and construction services to improve the bike park track. Currently, Phase 1 construction is underway and anticipated to be completed by January 2024. A total of $346,690 from the SPP grant is reserved for the construction contract for the Dirt World Park Site and Landscape Improvement Project (Phase 2).
In July, 2021, the Metropolitan Transportation Commission (MTC) approved an allocation of $100,000 in Transportation Development Act (TDA) funds to the City of
January 23, 2024
Richmond. Within this allocation, $40,000 is reserved for rehabilitation and safety improvements of the Greenway multi-use path along Dirt World. The City has appropriated a required match in the amount of $27,310 from the Gas Tax fund, along with an additional $25,000 from the General Capital fund for construction associated with this project.
The City advertised the project for bids on October 12, 2023, and bids were opened on November 13, 2023. The City received eight (8) bids, ranging from a low base bid amount of $361,750 to a high base bid amount of $680,383. On November 16, 2023, the City received a request from the apparent low bidder, Bay Construction Co., to withdraw its bid due to an error in the computation of a bid item that made it materially different than what was intended. With concurrence of the City Attorney’s Office, City staff accepted the bid withdrawal letter.
Following a thorough review of the bid submitted by the second apparent low bidder, JPB Designs, Inc., it was determined that the bid is both responsive and responsible. As part of the services needed to implement the Project, Public Works staff is recommending that the City Council award the construction contract to JPB Designs, Inc. for the Dirt World Park Site and Landscape Improvement Project (Phase 2) in an amount not to exceed $439,000. Furthermore, it is recommended that the City Council authorize the Public Works Director to approve change orders, if necessary, for up to a 10 percent contingency amount of $43,900. This provision allows for flexibility in addressing unforeseen circumstances that may arise during the course of the project.
