DISCUSSION:

The City of Richmond has enjoyed a longstanding and fruitful collaboration with three distinguished organizations— Nurturing Independence Through Artistic Development (NIAD), Richmond Art Center (RAC), and the East Bay Center for the Performing Arts (EBCPA)—that have been at the forefront of administering arts and cultural programs within the community. NIAD has been a strong presence for over 25 years, distinguishing itself as one of the nation’s preeminent facilities for teaching art to individuals with disabilities. Similarly, with a rich history dating back to 1936, the RAC has been an integral part of Richmond’s cultural landscape. It offers diverse programs, such as classes, exhibitions, and events, both at their facility and through outreach initiatives. The RAC has been providing free, high-quality, art experiences to the West Contra Costa Unified School District (WCCUSD) schools, community centers, and the Richmond Public Library.

Furthermore, the EBCPA has played a pivotal role for over 50 years, striving to engage youth and young adults in envisioning and creating new worlds through the inspiration and discipline of rigorous training in world performance traditions. EBCPA's commitment to the performing arts as a unifying force across diverse backgrounds aligns with the City's vision for community enrichment.

To bolster and sustain these impactful programs, the City of Richmond has actively contributed funding on an annual basis to each of these organizations. On November 16, 2021, the City Council approved the initial three-year contracts for NIAD and EBCPA, each with a total contract amount of $165,000 and a contract term spanning from July 1, 2021, through June 30, 2024 (Attachments 1 and 2). On June 21, 2022, the City Council approved RAC's initial two-year contract, totaling $110,000, covering the term from July 1, 2022, through June 30, 2024 (Attachment 3).

The proposed amendments, amounting to $45,000 for each organization, will result in a new total contract amount not to exceed $210,000 for both NIAD and EBCPA, and $155,000 for RAC (Attachments 4 – 6). Notably, these amendments maintain the existing contract terms, with all agreements set to conclude on June 30, 2024. The proposed contract amendments aim to continue and strengthen this support by contributing to the general operating expenses and programming costs of NIAD, RAC, and EBCPA.

City staff recommend the City Council approve the contract amendments to continue supporting collaborative initiatives between these organizations and the City of Richmond, ensuring the continued provision of enriching arts and cultural experiences that transcend barriers and contribute to the realization of the fullest potential of individuals within our community.
