DISCUSSION:

The emergency generator enclosure located at 450 Civic Center Plaza is visible to members of the community and City staff. The enclosure was last painted approximately 15 years ago and its exposure to the elements has created rust and delamination. Dustless bead blasting allows you to remove surface contaminants and coatings faster, while providing a clean surface with no clinging dust. City staff will paint the enclosure which will increase the life expectancy and improve the overall appearance.

A request for bids was solicited to three vendors. The bids were received as follows:

1. Pierre & Co Mobile Blasting, Oakland, CA $9,960

2. All Surface & Decorating & Dustless Blasting, Wilton, CA $12,500

3. Spray Technology, Santa Clara, CA $16,000

Pierre & Co Mobile Blasting, the lowest bidder, was disqualified because they failed to meet the City’s insurance requirements. Therefore, the Department of Public Works recommends approval of a contract with All Surface Painting & Decorating & Dustless Blasting to remove rust and delamination from the emergency generator enclosure. The contract with All Surface Painting & Decorating & Dustless Blasting is requested in an amount not to exceed $12,500, with a term beginning January 24, 2024, and ending June 30, 2024.
