RECOMMENDED ACTION:

ADOPT a resolution authorizing a fourth contract
amendment with Express Professionals for as-needed
staffing services to support unit turnover activities at Nystrom Village in an amount of $300,000, for a new total not to exceed amount of $750,000 – Richmond Housing
Authority (Gabino Arredondo 510-621-1300).

DISCUSSION:

The Richmond Housing Authority (RHA) continues to require temporary staffing support services for unit turnover activities at Nystrom Village. The requested contract amendment will allow the RHA to continue to respond to these needs in an efficient manner. The ability to begin the process to prepare a unit for a new participant furthers RHA’s goals to continue to provide affordable housing units and increase the occupancy of Nystrom Village.

RHA has been satisfied with Express Professionals’ work. Express Professionals was chosen through a competitive process. On April 10, 2019, the Housing Authority issued a Request for Proposals (RFP) for as-needed Temporary Staffing Services. The RFP was posted on the City's Bids Online System where 187 prospective vendors were notified. On April 29, 2019, eight proposals were received and a panel consisting of the RHA Director and representatives from the City of Richmond Human Resources Department and the City Manager’s Office reviewed the proposals. Express Professionals was chosen as a highly-qualified vendor through the RFP process, meeting the selection criteria and being assessed as fully capable of fulfilling the scope of work.

The initial contract approval occurred on July 16, 2019, for the amount of $150,000 and was scheduled to expire on June 25, 2020. The first contract amendment, approved on May 5, 2020, increased the contract amount to $300,000 and extended the termination date to June 30, 2021. The second amendment, approved on June 15, 2021, increased the contract amount to $450,000 and extended the termination date to June 30, 2023.

The third amendment extended the term through June 30, 2025. The proposed fourth amendment will increase the contract by $300,000 for a new total contract amount not to exceed $750,000.
